Extended Abstract

This MA thesis discusses technical, design and ethical issues raised after the implementation of CleanFeed software in BT’s customer network, a content blocking system aimed only at child abuse content which is mandatory and transparent for BT’s users.

Motivated by several articles in online and printed publications placed against CleanFeed, this research aims to shed light on several issues such as whether CleanFeed is a “silent censorship system” or not, what UK based internet users think about this software and about researchers conducting research upon it, etc. Answers to these were extracted via a survey that managed to gather 92 verified responses.

Based on related past technical reports showing the technical weaknesses of CleanFeed software, BT’s and IWF’s spokesmen stated that the system doesn’t aim to stop determined and advanced internet users from accessing child abuse content. Therefore, this research conducted interviews with experts from both sides in order to conclude whether or not CleanFeed software is effective in stopping users occasionally interested in child abuse content.

Research showed that the system may have several technical weaknesses that can be exploited very easily by UK users in order to overpass the system, even if those users are neither determined nor advanced. Based on this research and on interview with IT experts, this dissertation proposes specific technical improvements in order for CleanFeed to become more effective.

Also, this thesis discusses ethical issues that arise from the content blocking model used by CleanFeed software. This is achieved via a carefully designed survey that identifies what UK based internet users believe about the current system, and what design improvements can be done in order for CleanFeed to be accepted by the general public.

Regarding future research, this dissertation points out the need for conducting a large scale survey in order to measure the public opinion of UK based internet users about the issue and also proposes a way to achieve this. Last, it discusses the legal frame and the restrictions for academic research upon the software and proposes ways for further legal research that can be made and extract valuable data.
